The participation of KWARSA HEXAGON in CDM projects by maintaining the spirit of MDGs, supporting the world program's success in protecting the environment sustainability of the world to be passed on to the future generations.


Indonesia has a vast area of ocean to reach 5.8 million km 2 or approximately 70% of the total area of the territory of Indonesia. So much that can be utilized from Indonesian waters in this region so that development and marine development can be continuously improved.


The potential of marine resources and fisheries in Indonesia, the real promise for the people's welfare are in fact contradictory to the condition of Indonesian fishermen who are generally poor. Conditions such as these illustrate that the potential of marine resources and fisheries in Indonesia actually abundant but until now has not been managed and used optimally and have not contributed significantly to the development of the nation as a whole. It is necessary for the development of partnerships between government and management of local fishermen, the coastal communities as the spearhead of maritime affairs and fisheries industries.


In general, the causes of poverty communities of marine and fisheries are as follows:

  1. Low quality of human resources;
  2. The weakness of the use of technology in the field of maritime affairs and fisheries;
  3. Network marketing is narrow;
  4. difficulties in accessing capital.

Referring to one of the mandate of the Millennium Development Goals (MDGs), namely eradicating poverty, the government began in 2005 launched the National Program for Community Empowerment (PNPM) as a forum for empowerment programs in the various agencies coordinated by the Coordinating Ministry for People's Welfare. PNPM Mandiri is generally aimed at improving welfare and poor employment opportunities independently. In doing so, the program is running by using two (2) principles, namely;

  1. enpowerment (empowerment)
  2. entrepeneurship (entrepreneurship)

This will not only build self-awareness to facilitate community capacity building, also built an independent mentality of the people and reduce dependency on government assistance

KWARSA HEXAGON always ready to undergo the appropriate activities with the aim of the PNPM Mandiri, the Ministry of Maritime Affairs and Fisheries (DKP), namely empowerment, which is the integration of empowerment on each one in a container echelon of the National Community Empowerment Program of Marine and Fisheries (PNPM-KP) . With the scope as follows;

  1. Fishery Raising;
  2. Fishery Capture;
  3. Manufacturing and Marketing of Fishery Products;
  4. Supervision and Control of Marine Resources and Fisheries;
  5. Organizing of Marine Resources, Coastal and Small Islands; Human Resources
  6. Developing of Marine and Fisheries.

KWARSA HEXAGON will continue to pursue the revitalization of maritime affairs and fisheries as well as support programs minapolitan, namely the concept of the development of marine-based welfare economic centers. Development of major ports in the region would be an act akomodif minapolitan conducted jointly with the Regional Spatial National Food Barn (foodstate) Indonesia. A series of activities is an effort to support Indonesia as a maritime State, becoming the largest fish-producing countries of the world scale. The area of water conservation is one of ecosystem conservation efforts carried out against all types of ecosystems, including coastal ecosystems. Determination of the conservation area through zoning regulation is an effort in meeting the rights of society, especially the fishermen. In the management of conservation areas, communities are given the space utilization for fisheries (sustainable fishery zone, the zone of use and the other zones), such as for fish cultivation and fishing as well as environment-friendly marine tourism activities.


Conservation is not only the demands that must be fulfilled in order to achieve harmonization of the relationship between economic interests and efforts in conserving resources for human survival. Management of water conservation is a form of collaborative management-entegratif with zoning system. Conservation is an important link in the system of governance of maritime affairs and fisheries that support efforts to achieve the vision and mission of the Ministry of Maritime Affairs and Fisheries.

Waters can be used for research, education, aquaculture and fishing activities are environmentally friendly, ekotourisme and other activities that support local economic development-based conservation.


By monitoring, coordinating, evaluating and coaching the management of water conservation and increased public awareness of water conservation benefits KWARSA HEXAGON contributing in building sustainable fisheries and marine conditions in addition to the development of marine tourism.
