Entering the millennium era, KWARSA HEXAGON also involved in a more successful Millennium Declaration (signed in New York, 2000) designed to respond the current world issues, particularly the commitment to accelerate human development and poverty eradication. International program with several objectives and targets are then called as MDGs (Millennium Development Goals) where KWARSA HEXAGON also participate in environmental conservation and poverty alleviation.


Various policies and programs that can be applied to accelerate human development and poverty eradication, can be categorize dinto 2 (two) approaches, those are:

  • Firstly, the programs are to increase the people's condition, to improve    and facilitate poor environment in order to achieve community's welfare.
  • Secondly, the programs and policies are to fulfill the basic needs of each poor individual or household.

The implementation of programs for community's empowerment is very important. Two of them named Urban Poverty Program and District Development Program, regarded as successful examples of community's empowerment both in rural and urban area.

There are also society-based programs in relation to other priority or target areas such as National Community Empowerment Program (PNPM Mandiri). The goal of the program is to become an umbrella policy' incorporating the community-based programs. The merger is expected to decline in the poverty program efficiently and effectively, in particular the approach of Community Driven Development (CDD).


The programs are as unifier to develop the local government's capacity to organize pro-poor policy and other programs to ensure the continuity of the community's empowerment process in order to bring success of MDGs.


In the field of solid waste, recently the Government makes serious efforts to anticipate the urban climate change as a result of CH4 and CO2 emission increasing in atmosphere. One of the activities in order to reduce the degree of CH4 and CO2 is the Clean Development Mechanism (CDM). As mentioned in the Kyoto Protocol, developed countries are responsible for greenhouse gas emission reduction through Clean Development Mechanism (CDM).


Project which is applied in developing countries. The opportunity for Indonesia to participate in reducing greenhouse gas emission and in carbon trading widely-open. Place of Final Disposal (TPA) is one of the opportunities for the implementation of CDM project, in which Waste TPA will remove methane gas (CH4) and as a result of waste decomposition process un aerobically, decomposes into carbon dioxide (CO2).


In the field of Water Supply, referring to MDGs criteria, it is expected in the year of 2025 that access level of drinking water safe, and can achieve 80% or about 196 million people, by the pipeline system as much as 60% and non-protected pipeline as much as 20%. The approach and strategy undertaken to achieve the MDGs' target are as follow;

  • Increasing in service and quality of drinking water for the whole Indonesian people.
  • Increasing in service and quality of drinking water for the wholeIndonesian people.
  • Funding development for the implementation of SPAM (Water Preparation System) from the various resources optimally.
  • Institutional Development.
  • Increasing in the raw water supply sustainably.
  • Improving the role and business world-counterpart.

KWARSA HEXAGON participate in CDM projects. Supported by competitive and relied on experts, we have produced proposal, evaluation and best technical plan output that always refer to MDGs. We succeeded in planning, controlling, coordinating and monitoring work activities concerning quality, time and cost aspects.
